SICBMC v231 and SICBDST v231 are released (lhcb-comp)

Dear All,
I have installed SICBMC v231 and SICBDST v231 on $LHCBSOFT.
v231 is (should be) identical to v230 plus new pileup on rawHit banks.

know problems are:
- missing HCAL banks
- very bad tracking
muon and velo seem OK
rich status is unknown.
The errors are certainly all mine : probably due to a bad
initialization. But you, as code writers, are more capable than me to
find the bugs.
Could you have a carefull look to SICBMC and SICBDST.
As soon as you have found a bug please let me know and I will update the
package.
During the period, please, do not commit any new code to the repository.
I have moved few files re*.F from Futio to Futil because Futil uses
Futio and some re*.F are calling for the new pileup some routines stored
in Futil.
Remember:
- include files which are not stored in the package/src should be  
prefixed : "inc/cblink.inc" and not "cblink.inc".
- packages used in SICBDST should not include any geant321 common block
  nor call geant3 routines.
