Bugfix release of SicbCnv and test release of Brunel (lhcb-comp)

I have made a bug fix release of SicbCnv package, v7r1. This fixes a
problem with the FortranAlgorithm GaudiExample.
I have also made available the first test version of Brunel (v1). This
contains the full set of SICBDST routines. I will descrive the
functionality and test plan at the computing meeting next Tuesday
